PACL only gave you a certificate. No land was ever registered in anyone's name. At Matigarh, you physically go to the Sub-Registrar's office — a registered Sale Deed comes in your name, and your name appears in the Revenue Record. This is the same process as buying any piece of land. There is NO comparison with PACL.

You can sell your UDS to any buyer. Process: first offer it to other co-owners for 30 days (Right of First Refusal). If no one takes it, offer it to the Management Company for 15 days. After that, you may sell to any third party. There is no exchange or guaranteed buyback — this is land, not a financial product.
